Background The State of Oregon, through the Oregon Business Development Department (OBDD) and on behalf of the Oregon Arts Commission, is issuing this Request for Qualifications (RFQ) to recruit a pool of Project Coordinators for Percent for Art project coordination services. The goal is to establish a qualified list of Project Coordinators who can be called upon as needed to manage public art projects under the Percent for Art in Public Places Program. OBDD intends to select between three to seven Project Coordinators from this RFQ, with the possibility of reopening it to augment the pool as needed. Work Details Project Coordinators will provide services that include: - Managing public art projects - Facilitating the Percent for Art selection processes - Communicating with clients and architects - Assembling Art Selection Committees - Inviting local arts professionals to serve as consultants - Scheduling and facilitating meetings - Drafting Calls to Artists or other solicitations - Reviewing artist submissions - Providing status reports to stakeholders - Assisting in contract negotiations with selected artists - Ensuring project completion while managing time within allocated budgets. Projects may require travel throughout Oregon. Period of Performance The contract will have an initial term of five years with the possibility of extension up to ten years based on need and budget approval. Work assignments will be offered on an as-needed basis. Place of Performance Services will be performed throughout various locations in Oregon including Ashland, Bend, Corvallis, Eugene, Klamath Falls, La Grande, Portland, and other regions as required by specific projects. Bidder Requirements Proposers must be registered vendors in OregonBuys, be based in Oregon, and not be on the Department of Revenue’s Delinquent Taxpayer List. Proposers are encouraged to demonstrate experience in arts administration or public art programs. They must submit various documents including: - Proposer Information and Certification Sheet - Disclosure Exemption Affidavit - Reference Check Form - Certified Disadvantaged Business Outreach Plan - Responsibility Inquiry form - Experience narrative responses - Resume.
