Background Toho Water Authority (TOHO) is the largest provider of water, wastewater, and reclaimed water services in Osceola County, Florida. This Invitation for Bids (IFB) seeks qualified contractors to provide Ground Storage Tank (GST) inspection, cleaning, and maintenance services for potable water storage facilities within TOHO’s water system. The goal is to ensure regulatory compliance, protect public health, and maintain reliable water quality and system operations. Work Details The contractor will provide all labor, materials, equipment, supervision, and incidentals necessary for wet and/or dry inspection and cleaning of GSTs. Inspections may be conducted with tanks in service using divers or Remote Operated Vehicles (ROVs), or out of service when dewatered. The work must comply with Florida Administrative Code Chapter 62-555, AWWA D110 for wire- and strand-wound concrete tanks, AWWA D100 for welded steel tanks, NSF/ANSI standards, OSHA regulations, and industry best practices. Services include ensuring tanks are structurally sound, free from sediment and biofilm accumulation, function hydraulically as designed, and do not degrade water quality. The contractor must also perform minor repairs as authorized by TOHO during inspections. Period of Performance The initial term of the contract is three (3) years from the date of execution with an option to renew for one (1) additional two-year period. TOHO reserves the right to extend the contract for up to ninety (90) days beyond the original term. Place of Performance Services will be performed at various locations within Osceola County where TOHO maintains its Ground Storage Tanks. Bidder Requirements The prime contractor must hold a current license from the Florida Department of Business and Professional Regulation in one of several specified categories. They must demonstrate a minimum of five years of experience in GST inspection or maintenance projects at potable water facilities within the last seven years. Contractors must also maintain a written Confined Space Entry Program compliant with OSHA regulations and have trained personnel for confined space work. Additionally, they must provide proof of certifications related to coating inspection and repair.
