Background The Michigan Department of Transportation (MDOT) is seeking a prequalified contractor to perform concrete and electrical work related to the installation of an Automated Weather Observing System (AWOS IIIP) at six locations statewide. The goal of this contract is to ensure that the AWOS stations meet applicable FAA standards and are properly relocated and installed, enhancing aviation safety and operational efficiency. Work Details The contractor will provide all labor, materials, equipment, testing, and as-built documentation necessary for the installation of foundations, conduits/cabling, grounding, and surge/lightning protection for the AWOS IIIP system. The specific tasks include: 1. Installation of concrete foundations for various components including H-Frame/Ceilometer pads, wind tower pads, and lightning sensor pads. 2. Installation of underground conduits for power and communication cables at specified lengths for each airport location: - West Branch Community Airport: ~710 ft communications cable; ~710 ft power cable. - Antrim County Airport: ~400 ft communications cable; ~400 ft power cable. - Mount Pleasant Municipal Airport: ~300 ft communications cable; ~300 ft power cable. - St Clair County International Airport: ~780 ft communications cable; ~1050 ft power cable. - Mason Jewett Field: ~200 ft communications cable; ~200 ft power cable. - Hastings City Barry County Airport: ~1200 ft communications cable; ~1200 ft power cable. 3. Compliance with FAA JO 6560.20C siting criteria and AC 150/5220-16E standards for AWOS installations. 4. Implementation of grounding and lightning protection systems as per Vaisala technical references. Period of Performance The anticipated contract begin date is April 1, 2026, with work expected to be completed in accordance with the project timeline outlined in the RFP. Place of Performance The work will be performed at six locations across Michigan: West Branch Community Airport, Antrim County Airport (Bellaire), Mount Pleasant Municipal Airport, St Clair County International Airport (Port Huron), Mason Jewett Field (Mason), and Hastings City Barry County Airport. Bidder Requirements Bidders must be prequalified as a Licensed Electrical Contractor for airport/airfield utility work. They must demonstrate experience with AWOS or equivalent aviation weather systems and familiarity with Vaisala outdoor installations. Additionally, bidders must comply with Public Act 10 of 2023 by being registered with the Michigan Department of Labor and Economic Opportunity (LEO).
