A description of past experience working with southwestern willow flycatchers in regards to the SOW. 4. Confirmation that you possess the 2 needed permits: I. USFWS permit, because southwestern willow flycatchers (SWFL) are listed as endangered. This permit is needed to conduct surveys and disturb nesting endangered birds. The permit only allows trained and qualified individuals to complete these surveys and are difficult for contractors to obtain, due to the training and qualification processes that is required. Not many companies are working on this species. II. Banding Permit. This permit is obtained through the Bird Banding Laboratory (BBL), which is part of USGS. Background The U.S. Fish and Wildlife Service (USFWS) is seeking to conduct a landscape-scale assessment of breeding populations of the endangered Southwestern Willow Flycatcher (SWFL) in Clark and Lincoln Counties, Nevada. This project is part of a broader initiative to establish a migration monitoring network in Southern Nevada under the Southern Nevada Public Lands Management Act. The aim is to enhance monitoring efforts for this endangered species, assess breeding locations' importance, and support habitat restoration and recovery efforts. Work Details The contract involves several key tasks: 1. **Flycatcher Surveys**: Conduct protocol-level surveys at designated study areas (excluding Warm Springs) using methods outlined in Sogge et al. (2010). Surveys will include five broadcast surveys at each site during specified periods from May to July, with detailed documentation of flycatcher behavior and location. 2. **Flycatcher Monitoring and Banding**: Perform territory and nest monitoring through weekly visits from May 15 to August 15, including nest searching and monitoring using various methods to minimize disturbance. Banding of adults and nestlings will occur as permitted, with specific techniques for capturing and identifying flycatchers. 3. **Data Analysis and Annual Report**: Submit an electronic draft report by December 15 each year detailing survey results, including metrics on territories, nests, cowbird interactions, and overall productivity.
