(Solicitation Number: W9127826RA033): Approval is requested to award a new firm fixed price (FFP) sole source contract. The funding used for this action is 96x3123 Operation & Maintenance Civil (Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL)). Background The U.S. Army Corps of Engineers (USACE) is seeking to award a firm fixed price sole source contract to Bartow County Water Authority (BCWA) for the installation of water and sewer utility lines as part of the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL). BCWA is the only utility service provider in the Bartow County areas of the Allatoona Lake Project, making them the sole source for municipal sewage treatment and installation of sewage lines. The current solid waste disposal system, consisting of 15 septic tank/drain fields, was installed in the 1960s and is inadequate for modern recreational vehicles, leading to compliance issues with Environmental Product Declaration (EPD) guidelines. The campgrounds generate approximately $264,000 annually from visitors, and failure to upgrade the wastewater system could result in campground closures. Work Details The contract involves the installation of a sanitary sewer system that will connect Campgrounds 41#3, McKaskey, and 41#1 day use area of the Allatoona Lake Project to the Bartow County sewer system. The work will include engineering, designing, and constructing a sewer system that meets BCWD’s existing standards and county regulations. The project aims to replace aging septic systems that are no longer capable of handling current waste loads due to increased capacity requirements from modern RVs. Period of Performance The estimated completion date for this requirement will be approximately 24 months from contract award. Place of Performance The construction projects will be performed at Allatoona Lake in Bartow County, Georgia.
