1. Notice: This is not a solicitation but rather a Sources Sought to determine potential sources for information and planning purposes only 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-aside. 221210 - Natural Gas Distribution with a small business size standard of 1,150 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 1.2 Attached is a document containing a description of the requirement (Performance Work Statements) to review the outlined structure of the requirement. 1.3 If the Government decides to conduct procurement as a result of this market research, a separate solicitation synopsis of that procurement will be posted to www.sam.gov. Interested companies are requested to submit a summary outline of their qualifications to provide a Water Jet to Little Rock AFB, Arkansas. References to vendor web pages will not be accepted. 1.4 Please note that we cannot return your submissions to you. 1.5 Small businesses are encouraged to participate in this Market Research. 2. Background This Sources Sought notice is issued by the United States Air Force (USAF) to conduct market research for potential sources capable of providing Natural Gas Leak Detection services at Little Rock Air Force Base, Arkansas. The objective is to identify responsible sources and determine if the procurement can be competitive or set aside for small businesses, including 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-owned small business concerns. The USAF aims to ensure public safety and compliance with federal and state regulations through these services. Work Details The contractor shall perform an annual Natural Gas Leak Detection Survey at Little Rock AFB, providing all qualified personnel, transportation, tools, equipment, materials, and services required. Key tasks include: 1. Conducting leak detection on approximately 167,000 linear feet of distribution and service lines, pressure regulators, risers, meters, valve boxes, and metering stations. 2. Performing odor detection at a minimum of three locations as determined by the Contracting Officer's Representative (COR). 3. Completing surveys during warm dry months from June 1 to August 31 each year. 4. Classifying detected leaks into three categories: Class 1 (Needs Immediate Repair), Class 2 (Marginal), and Class 3 (Repair or Replace within Six Months). All Class 1 leaks must be reported immediately. 5. Providing an electronic report within 30 calendar days post-survey and two paper copies within 45 calendar days detailing leak classifications and locations on an annotated base map.
