Background The Department of the Navy's Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) is issuing this Contract Task Order (CTO) for performing yearly Land-Use Control (LUC) Maintenance, Inspections, and Repairs for six Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) operable units at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The goal of this contract is to ensure that the remedies for contaminated sites are appropriately protective through regular maintenance and inspections. Work Details The contractor will execute the following work elements: 1. Meetings, Project Management & Administrative Support, including a project kick-off meeting within 14 days of contract award; 2. Project Plans such as Work Plans, Health & Safety Plans, and Accident Prevention Plans; 3. Fieldwork involving LUC Maintenance, Site Inspections, and Repairs at six designated operable units; 4. Deliverables and Reports including monthly status emails during active field months and yearly maintenance reports. The contractor must furnish all necessary labor, materials, tools, supplies, equipment, transportation services, project management, permits, and other appurtenances as specified in the scope of work. Period of Performance The period of performance for this contract will not exceed 60 months from the award date. The base year is expected to start in February 2026 and extend through May 2027.
