The Federal Highway Administration (FHWA) - Western Federal Lands Division (WFLHD) is publicizing this sources sought/request for information notice to seek firms that have an interest in submitting a response as a Prime Contractor (Design-Build Team) for a Design-Build project at WFLHD building facility in Vancouver, WA. The Government is requesting a capability statement from potential sources, including those firms that qualify under the Small Business Programs represented in the Federal Acquisition Regulations (FAR) Part 19; which includes Small Business concerns, 8(a) Participants, HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), Veteran-Owned Small Business concerns (VOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB) concerns and Women-Owned Small Business (WOSB) concerns eligible under the WOSB Program. REQUIREMENT

Acquisition Strategy

The Government anticipates awarding a single firm fixed price (FFP) Design-Build contract in accordance with FAR Parts 15 and 36.

Project Description

Construction renovation project to address deferred maintenance, code compliance issues, and modern space planning layouts for WFLHD Main Office building and site. The Main Office building consists of three wings constructed in 1932, 1952, and 1977. Key objectives include: - Upgrading existing office, materials lab, and historic Mule Barn to meet modern "Class A" standards. - Addressing code compliance deficiencies (e.g., ADA access, fire protection, structural). - Implementing utility upgrades, including electrical service to 480V, secondary water connections, and stormwater management system. - Renovating/reconfiguring on-site and off-site parking areas. - Assessment and abatement of hazardous materials, such as asbestos and lead-based paint, are required before renovations.
