FDC PHILADELPHIA FY26 3RD QTR SUBSISTENCE/BREAD/MILK SYNOPSIS

The Federal Bureau of Prisons, Federal Detention Center Philadelphia, intends to issue solicitation 15B21726Q00000003 for the acquisition of subsistence food, milk and bread products. This shall be a requirements type contract with firm fixed pricing, FOB Destination with full delivery by June 30 2026. Deliveries will be made to the Federal Bureau of Prisons, Federal Detention Center, 700 Arch Street, Philadelphia, Pennsylvania 19106. The Government reserves the right to award to responsible vendor(s) whose offer conforms to the solicitation and is considered to be the most advantageous to the Government. Past performance will be considered approximately equal in value to price. Past Performance (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.), may result with the vendors quotes being considered as a non-responsible vendor. Please include shipping in all pricing. PLEASE READ THE COVER LETTER AND FOLLOW THE INSTRUCTIONS ON SUBMITTING YOUR OFFER PROPERLY. The solicitation will be made available on or about February 18, 2026 and will be posted to the General Services Administration Federal Business Opportunities website www.SAM.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this solicitation. Faith based and community based organizations can submit offers/ quotations equally with other organizations for contracts for which they are eligible. The anticipated date of receipt of quotes is February 25, 2026 8:00 am EST. Payment will be made using the Electronic Fund Transfer (EFT) or purchase card. Each vendor is required to be registered in www.SAM.gov complete with representations and certifications.
