Background The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN) is seeking information to identify potential sources for providing contractor support for Spill Field Response Team (FRT) Training at the Naval Safety and Environmental Training Center (NAVSAFENVTRACEN) in Norfolk, VA. This initiative aims to enhance the training capabilities related to environmental and emergency management courses, ensuring compliance with safety protocols during oil spill responses. The anticipated contract will be an Indefinite-Delivery, Indefinite-Quantity (IDIQ) with Firm, Fixed-Price provisions, following a previous contract awarded to LRS Gryphon JV LLC. Work Details The contractor shall provide comprehensive training services as outlined in the Performance Work Statement (PWS). Key tasks include: - Administering comprehensive knowledge tests with a minimum passing score of 70%. - Conducting training according to a detailed Quality Control Plan (QCP). - Maintaining high professional standards among instructors. - Preparing lesson guides for each subject area. - Ensuring classroom readiness and orderliness. - Providing remediation for students struggling academically. - Monitoring compliance with safety standards during training. The courses will cover procedures for responding to oil spills using various equipment and techniques, including skimmers and containment booms. Instructors are expected to conduct hands-on demonstrations and ensure that students understand regulatory requirements and operational protocols.
