This notice serves as a public synopsis. The Department of Defense Education Activity (DoDEA) has the following requirements: In accordance with the PWS, DoDEA requires a fully digital AP Language & Composition instructional solution that includes student instructional materials, supplementary digital readers, teacher resources, assessments aligned to the College Board framework, virtual professional learning, and ongoing technical support. The contractor will provide commercial off the shelf digital content accessible through DoDEA's learning platforms, ensuring alignment to AP standards, integration with existing systems, and support for both educators and students. The overall objective is to deliver a comprehensive, high quality digital resource suite that supports effective instruction and student success in AP Language & Composition. The applicable North American Industry Classification System (NAICS) code is 513130 (Book Publishers), and the applicable PSC is 7610 (Books and Pamphlets). Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes. This requirement will be procured using FAR Part 12 commercial procedures in accordance with the Revolutionary FAR Overhaul, which permits agencies to solicit quotes directly from identified vendors for commercial products. This requirement will be competed as a Full and Open Competition. The anticipated contract type is a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. DoDEA expects to make one award for a 5-year base. A request for quote (RFQ) will be issued directly to interested vendors. No solicitation is being posted to SAM.gov. Background The Department of Defense Education Activity (DoDEA) is seeking a fully digital AP Language & Composition instructional solution. The goal of this contract is to provide high-quality digital resources that support effective instruction and student success in AP Language & Composition. The contractor will deliver commercial off-the-shelf digital content that aligns with AP standards and integrates with existing systems, ensuring accessibility for both educators and students. Work Details The contractor shall provide the following: 1. Student instructional materials, supplementary digital readers, teacher resources, and assessments aligned to the College Board framework. 2. Virtual professional learning and ongoing technical support. 3. Digital resources must be accessible through DoDEA’s learning management system (LMS), Schoology, and integrate with DoDEA’s identity management platform, ClassLink. 4. Digital resources must conform to IMS Learning Global Consortium specifications, SCORM® compliance, and ensure single sign-on access. 5. Technical support must be provided within one business day of contact for issues related to service problems, product setup, upgrades, and troubleshooting. 6. The contractor must ensure that all third-party programs meet the same technical requirements as the primary contractor's offerings. Period of Performance The anticipated contract type is a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period of five years. Place of Performance Work will be performed at the Contractor's facilities.
