Background The State of Hawaii, through the Department of Accounting and General Services, Central Services Division (DAGS/CSD), is seeking contractors to provide testing, inspection, and maintenance services for portable fire extinguishers, fire hoses, and fire hose cabinets at various state facilities. The goal of this contract is to ensure that all fire safety equipment is properly maintained in compliance with applicable regulations and standards. Work Details The contractor will be responsible for the following services: 1. Portable Fire Extinguishers: - Perform annual inspections and maintenance as required by NFPA 10. - Conduct record keeping per NFPA 10. - Execute 6-year maintenance and 12-year hydrostatic testing as needed during annual inspections. - Recharge extinguishers as required. - Provide loaner extinguishers if any are removed for service. - Tag each extinguisher with maintenance dates and service provider information. - Submit inspection reports with invoices detailing the work performed. 2. Fire Hoses and Cabinets: - Clean, inspect, report, and tag hose cabinet systems according to NFPA 25 standards. - Inspect hose valves for leaks or clogs and certify/tag components after inspection. - Report discrepancies found during inspections to the Contract Administrator (CA) along with proposals for necessary work. Period of Performance The contract will commence on April 1, 2026, for a period of twelve (12) months with an option to extend for four (4) additional twelve-month periods upon mutual agreement. Place of Performance Services will be performed at various state facilities located on the island of Oahu. Bidder Requirements Bidders must have a minimum of five (5) consecutive years of experience in fire protection equipment maintenance, testing, and repairs. They must possess valid licenses or certificates issued by the county fire department at the time of bid submission. Bidders are also required to have a permanent office on Oahu accessible for service requests and must submit a list of qualified personnel who will perform the services.
