The Air Combat Command (ACC) Battlefield Airmen Rapid Refresh and Replenishment (BARS) program utlizes a tactical communications suite to ensure operator safety and mission effectiveness. This acquisition mandates the brand-name ComTac VI headset, as it is the only product with the unique features necessary to meet the government's minimum needs. This acquisition is to outfit Security Forces with the same equipment to ensure effectivness and safety. To foster competition, the associated components, specifically the Aries Push-to-Talk (PTT) assembly and the three required communications cables, will be acquired on a "brand name or equal" basis. The brand-name justification for the ComTac VI headset is driven by its proprietary capabilities that cannot be replicated by any other manufacturer in a single device. The headset's Natural Interaction Behavior (NIB) function is a critical and unique feature that permits clear, localized communication without radio broadcast, which is essential for operational security. This capability, combined with its certified compliance with DA PAM 40-501 hearing protection standards and proven integration with existing helmet systems, makes the ComTac VI headset the only viable option. While the headset's core technology is uniquely required, the government will consider alternative PTTs and cables that are equal in performance to the Aries assembly. Any proposed "equal" product must demonstrate seamless electronic integration with the brand-name ComTac VI headset and successfully enable the required triple-radio communication capability without signal degradation or loss of functionality. This approach ensures the government receives the specific technology it needs while allowing for maximum competition on the ancillary components of the system.
