This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. Solicitation number 1240BE26Q0020 is issued as a Request for Quotation (RFQ) Project: Deschutes NF, Bend Fort Rock Sisters RD's, Tree Planting, Tube Installation, and Grubbing The North American Industry Classification Standard (NAICS) code is 115310 Support Activities for Forestry and the Small Business Size Standard is $11.5 million. This acquisition is a Total Small Business Set-aside. All responsible sources may submit a quotation which shall be considered by the Agency. Award Type

It is anticipated that a Firm Fixed Price Purchase Order will be awarded as a result of this synopsis/solicitation. The Government intends to make one award from this solicitation. Therefore, to be considered responsive, contractors must submit pricing for all items.

Statement of Requirement

The Contractor shall furnish all supplies, water tank, water bucket to dip tree roots in, and materials except those designated as government-furnished, equipment, tools, labor, supervision, transportation, and incidentals, to perform all work specified herein.

1) Tree Planting

Conifer tree planting of Government furnished tree seedlings by hand tool (hoe dad or shovel) methods, in the Deschutes National Forest between two districts Sisters Ranger District and Bend-Fort Rock Ranger District (BFR). Sisters Ranger District will plant up to 284 acres, and the Bend-Fort Rock RD will plant 645 acres, with 53 optional acres. Forty-two (42) of the base acres will be assisted migration planting unit for future climate model research, line item 0018 (Rosland 14). There will be four different lots of trees planted in half acre's square subunits. There is a total of 64 subunits. 2) Installation of rigid mesh tube protectors for up to 982 acres, and 3) Grubbing (cutting, scraping, pulling) of all live vegetation within an 18 radius (36 diameter) of each planted seedling on up to 350 acres and within a 36 radius (6 foot diameter) of each planted seedlings within 16 acres of Rosland 14 subunits. Schedule of Items Pricing (See Attachment 2) Complete the Schedule of Items with quoter's business information and pricing. Base Items are a planned purchase. Any combination of Options may be awarded based on funding availability. If funds are available, the Option Item(s) will be ordered at time of award. Unit price is per acre.

Location

All work will be performed on the Deschutes National Forest, spanning across both the Bend-Fort Rock Ranger District and the Sisters Ranger District. Vicinity and unit maps showing project location and access are attached and made part of this contract. Counties: Lake County and Deschutes County

Estimated Period of Performance

Planting End of March, 2026 May 15, 2026 Grubbing April 15, 2026 July 1, 2026 Fifty percent (50%) of grubbing awarded acres needs to be completed by June 1, 2026 Licensing: US Forest Service Region 6 requires the Contractor have the necessary licensing and certificates for Labor Intensive Service Contract (LISC) work. Offerors shall submit copies of their US Dept. of Labor MSPA Certificate of Registration, their Oregon BOLI license, and Temporary Employment Certificate if using H2B workers (if applicable), along with their quote to be considered for award.
