a. The United States Property and Fiscal Office, Purchasing and Contracting Division, on behalf of the 92nd CBRNE Enhanced response Force Package (CERFP), requires personnel, equipment, supplies, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide a vital realistic element to the 92nd CERFP Supported Collective Training Event (SCTE). (1) Requirements include, but are not limited to: (i) One Contract Manager (ii) One on-site manager to supervise contractor employees (iii) Role players (iv) Rubble pile training support personnel (v) One licensed and qualified forklift operator (vi) Four emergency medical technicians (vii) Two ambulances (viii) Materials for role player support (ix) Life support services for role players including meals and water (x) Two Glo-Germ kits (xi) One all-terrain forklift or all-terrain SKYTRAK forklift - must have 10,000 lbs. capacity (xii) Set up and operate moulage sites (xiii) Holding sites/break areas (xiv) Role player transportation (xv) 20 Portable latrines with services (xvi) Structural Collapse Venue site reset (xvii) 10 manikins (2) See the Performance Work Statement in attachment 92nd CERFP FY 26 SCTE PWS for full descriptions of requirements. (3) See attachment CONOP FY26 FEB CTE for pictures of the site. (b) There is no current contract for this requirement. (c) Line Item Numbers (LINs) with Dates: LIN 0001 CERFP FY26 CTE Support Package - Period of Performance 5-8 March 2026. (d) See attached "Solicitation W9124X26QA002 CERFP FY26 SCTE Support Package" for more information. (e) Evaluation: (1) The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation: (i) Timeliness - the quotation must be received on or before the closing date and time; otherwise, the quotation may not be considered. (ii) Price (iii) Technical - meaning that the government will have reasonable assurance that the proposed facility is fully capable of meeting the requirements of the Performance Work Statement. (iv) Compliance with the solicitation and PWS requirements - if the quotation does not comply with requirements, the quotation may not be evaluated further and may be considered nonresponsive. (v) Past performance is not required, but the government reserves the right to check past performance records and other government agencies if deemed necessary. (2) Award will be made without holding discussions; however, the Government reserves the right to hold discussions if required. (3) Award will be made to the lowest priced offeror quotation that meets the instructions to offerors with a fair and reasonable price. (4) Interested offeror quotations shall be valid for at least 15 days after the solicitation close date. (5) A written notice of award or acceptance of a quotation, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quotation, shall result in a binding contract without further action by either party. Before the quotation's specified expiration time, the Government may accept a quotation (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
