This market survey is conducted to identify potential sources capable of meeting the requirements for a Strategic Infrastructure Plan (SIP) at Hurlburt Field, Florida, in accordance with the draft Statement of Work (Attachment 1).
Background The U.S. Air Force is seeking to develop a Strategic Infrastructure Plan (SIP) for Hurlburt Field, Florida, to address the evolving operational environment of the Air Force Special Operations Command (AFSOC). The current Installation Development Plan (IDP) is outdated and does not reflect recent changes in mission requirements and infrastructure needs. This SIP aims to create a dynamic roadmap for the installation's development over the next 10 years, ensuring that both built and natural environments can support AFSOC's missions effectively. Work Details The Architect-Engineer (A-E) consultant firm will be responsible for developing a comprehensive and adaptable 2035 Strategic Infrastructure Plan (SIP) that includes: - Developing the SIP in accordance with applicable Department of War (DoW) and Department of the Air Force (DAF) planning regulations and policies. - Creating a flexible planning framework that can adapt to rapid mission changes. - Analyzing six critical focus areas to identify mission capability gaps and develop prioritized solutions: 1. Future mission(s) on the east airfield apron. 2. Security modernization and secure space deficits. 3. Hurlburt Field Remotely Piloted Aircraft Operations Center. 4. Operational plans outload efficacy. 5. C-SUAS and Base Defense Operations Center. 6. Modernization of the Installation Control Center as a Wartime Operations Center. - Incorporating innovative strategies such as scenario-based analysis and non-traditional opportunities like leasing and technology upgrades. - Producing high-quality deliverables including the SIP document, planning graphics, and a marketing/briefing package for effective communication with stakeholders. Period of Performance The contract will be performed over a period of ten years, aligning with the strategic roadmap outlined in the SIP. Place of Performance The work will primarily take place at Hurlburt Field, Florida.
