Background The Department of Homeland Security (DHS), U.S. Coast Guard C5ISC Operations Systems Center, located at 408 Coast Guard Drive, Kearneysville, WV, has a requirement for Ship Characteristic data to include owner information and 'pre-maiden' voyage data to the Automated Mutual Vessel Rescue (AMVER) system. The goal of this contract is to enhance the AMVER system's capabilities in supporting search and rescue missions by providing timely and accurate vessel data. Work Details The contractor shall provide data files with Ship Characteristic data every two weeks, including owner information and 'pre-maiden' voyage data. The contractor must upload these data files onto their FTP Server, which will be downloaded by the US Coast Guard via secure file transport protocol (FTP) into the AMVER database. Additionally, the contractor must provide ten (10) user licenses for CG users to access the data via FTP and five (5) user licenses to access the contractor’s maritime data and tracking platform. The contract includes specific tasks such as: 1) AMVER Data Delivery - providing updates on all required data every two weeks and notifying the AMVER Team via email when data is available; 2) User Licenses - ensuring access for CG users through provided licenses. Period of Performance The potential period of performance for this purchase order will be sixty (60) months if all options are exercised by the Government. The performance periods are as follows: Base Period: 01 April 2026 – 31 March 2027; Option Period 1: 01 April 2027 – 31 March 2028; Option Period 2: 01 April 2028 – 31 March 2029; Option Period 3: 01 April 2029 – 31 March 2030; Option Period 4: 01 April 2030 – 31 March 2031.
