Background The United States Department of Agriculture (USDA), Office of the Chief Financial Officer (OCFO) is conducting a Request for Information (RFI) to gather market research for establishing a solicitation for contractor support for Financial Systems Management Support Services. The OCFO is responsible for overseeing USDA's financial management, ensuring fiscal integrity, and enhancing financial performance to support the Department's mission. The OCFO manages financial resources across USDA’s operations, which include over 100,000 employees and $143 billion in annual spending. Work Details The contractor will provide Financial Management Systems Support Services, which include: - Functional and Technical Support - Business Intelligence and Reporting - Security Governance, Risk Management and Compliance (GRC) for USDA’s enterprise financial systems and applications - Operations, Maintenance, and Sustainment for OCFO-managed financial systems - Financial Systems Budgeting - Federal Grants Production Support. Additionally, the contractor must adhere to Privacy Act requirements regarding the operation of systems of records on individuals, ensure confidentiality of sensitive information, and return all proprietary data to USDA upon completion of tasks. Deliverables include monthly status reports, work plans, quality control plans, training materials, security documentation, root cause analysis reports, vulnerability scan reports, and various technical documents. Place of Performance The contract will be performed at various USDA locations across the Continental United States (CONUS) and potentially Outside CONUS (OCONUS).
