To be eligible for award, offerors shall submit proof of accreditation with the National Environmental Laboratory Accreditation Program, Oregon Environmental Laboratory Accreditation Program or the Washington State Department of Ecology Environmental Laboratory Accreditation Program to perform the tasks identified in the Performance Work Statement. Background The U.S. Army Corps of Engineers (USACE) has been issued National Pollution Discharge Elimination System (NPDES) permits from the Oregon Department of Environmental Quality for the Bonneville and John Day hydroelectric facilities. These permits are crucial for ensuring the protection of water quality and human health by placing limits on the types and amounts of pollutants that can be discharged from these facilities. The goal of this contract is to secure a certified laboratory to perform analytical services that demonstrate compliance with NPDES permit limits, with USACE personnel responsible for all sampling and packaging of samples. Work Details The contractor will provide laboratory services to analyze approximately 2,598 samples during the work period. The laboratory must be accredited by the National Environmental Laboratory Accreditation Program (NELAP) or hold current accreditation from either the State of Oregon Environmental Laboratory Accreditation Program or the Washington State Department of Ecology Environmental Laboratory Accreditation Program. The contractor must notify USACE 30 days prior to shipping samples to any subcontractor for analysis. All analytical methods must comply with the most current 40 CFR part 136, unless otherwise specified by USACE. The contractor is responsible for invoicing based on Task Codes, sample types, and quantities analyzed, with invoices submitted monthly along with chain of custody documentation. Period of Performance The contract will be performed from 27 February 2026 to 26 February 2027, allowing time for sample collection, analysis, and reporting. Place of Performance The laboratory may be located anywhere in the Continental United States; however, shipping samples outside the continental U.S. (OCONUS) is not permitted.
