Background The Fleet Logistics Center Norfolk (FLCN), located in Norfolk, Virginia, is seeking information on qualified sources for planning purposes to derive one contract aimed at providing training in hydrographic survey operations. This initiative supports the Naval Information Warfare Training Group Gulfport (NIWTG-G) and its international hydrographic survey training program. NIWTG-G is a subordinate command of the United States Naval Meteorology and Oceanography Command (NMOC) and plays a vital role in supporting the Department of Defense (DoD) by collecting data and delivering specialized oceanographic, hydrographic, bathymetric, geophysical, and acoustic products and services. Work Details The contractor will be responsible for providing comprehensive training in multibeam survey operations, which includes: 1. Data acquisition and online processing. 2. Conducting multibeam data analysis. 3. Providing course materials and instructors to meet learning objectives. 4. Installing and calibrating NORBIT multibeam and LiDAR systems on various vessels. 5. Planning and conducting hydrographic surveys in specified locations using both a vessel of opportunity and an Otter USV. 6. Defining beam characteristics related to transducer settings and comparing different systems. 7. Describing return characteristics based on seabed type and environmental factors. 8. Determining sounding density and object detection capabilities based on system parameters. 9. Setting up, deploying, and operating sonar systems effectively while ensuring quality control during data acquisition. Period of Performance The anticipated period of performance for the contract will commence on June 1, 2026, through July 31, 2026, with a five-year ordering period extending until May 31, 2031. Place of Performance The training will be conducted at Pass Christian Harbor in Pass Christian, MS.
