Background The U.S. Fish and Wildlife Service (Service) is undertaking a project to design, fabricate, and install new interpretive media exhibits at the Blackwater National Wildlife Refuge Visitor Center located at 2145 Key Wallace Drive, Cambridge, MD. This initiative aims to replace outdated and faded exhibits that have been in place since 2013. The Visitor Center serves nearly 300,000 visitors annually, with approximately 45,000 entering the center. The goal of this contract is to enhance visitor engagement through modern and durable exhibits that effectively showcase the habitats and species of the refuge. Work Details The contractor will be responsible for the following tasks: 1. **Design Phase**: Develop a concept plan for the exhibits based on visitor objectives and ecological themes of Blackwater NWR. 2. **Fabrication Phase**: Construct exhibits including dioramas, interpretive panels, kiosks, audio/visual programs, interactives, graphics, models, and other media that reflect the local ecology. 3. **Installation Phase**: Install the fabricated exhibits on-site at the Visitor Center while ensuring compliance with ADA standards. 4. **Exhibit Specifications**: The base item includes a west wall exhibit approximately 45 feet long and an optional east wall exhibit approximately 26 feet long. All materials must be durable and easy to maintain, designed to withstand visitor interaction and fading from sunlight exposure. 5. **Coordination Requirements**: Work must be coordinated with any general contractors involved in remodeling or construction activities at the site. Period of Performance The contract period of performance is from April 1, 2026, to August 1, 2028. Place of Performance The contract will be performed at the Blackwater National Wildlife Refuge Visitor Center located at 2145 Key Wallace Drive, Cambridge, MD.
