Background The West Virginia Department of Education is soliciting bids on behalf of the West Virginia Schools for Diversion and Transition (WVSDT) and West Virginia Schools for the Deaf and Blind (WVSDB) to establish a contract for data transmission circuits without Internet access, which is provided at the state network level. The goal is to enhance access to advanced telecommunication services for educational institutions. Work Details The vendor must provide a single vendor, turn-key, Layer 2 solution that includes: - Termination of each circuit at equipment owned and maintained by the vendor at each termination location (i.e., school site). - Costs associated with providing the service including special construction charges, installation, and any applicable upfront non-recurring costs. - Monthly recurring services of high bandwidth data transmission services that will transport full quoted bandwidth for WVDE schools’ use only, without Internet access. Specific requirements include: 1. Installation of circuits within 90 days after purchase order issuance, starting services by July 1, 2026. 2. The ability to change circuit speeds with a 30-day notice. 3. Pricing must remain firm unless decreases are provided per E-Rate requirements. 4. Circuits must be offered in various speeds from 1 Gbps to 10 Gbps. 5. Individual school site circuits must have separate pricing options scalable up to 2 Gbps. 6. Bidder Requirements Vendors must be eligible providers under FCC/SLD rules and willing to file an E-rate Form 474 on behalf of WVDE. Vendors must not propose or utilize any equipment or services from companies designated as national security threats by the FCC. Additionally, vendors must have relevant telecommunications experience and provide documentation of their Service Provider Identification Number (SPIN).
