The NYS Department of Agriculture and Markets intends to procure providing Ride Inspection Services for the 2026 NYS Fair, pursuant to its discretionary purchasing authority under State Finance Law section 163(6). Businesses certified pursuant to Article 15-A of the NYS Executive Law and NYS small businesses are encouraged to participate and may be given greater weight in the evaluation process. All necessary documents have been attached to this solicitation. Inspect all rides, conduct a safety meeting with operators, issue operator handbooks, do an overall inspection of the entire midway area, conduct media interviews on safety related matters, presentation on public awareness if required as well as, where requested, the overall inspection of games and concessions for the 2026 New York State Fair. All the aforementioned will be completed prior to the opening of the Fair. During the Fair daily ride and operator inspections will be performed. Must be available, at a minimum, at all times during the daily operation of all rides. Incident reports will be completed as necessary and be submitted to the Fair by the end of the day they occur. Perform electrical source inspections, first aid updates, incident investigations and weekly operator training sessions. Provide a post-Fair final report and invoice within thirty days of completion of the Fair. Qualified candidates must have at least twenty (20) years of experience in inspection of rides and midways as an independent inspector and have performed inspections at Fair's or events that draw at least one million people and have a minimum of 75 rides. Qualified applicants shall also have at least one staff person with a Level 3 Certification from the National Association of Amusement Ride Safety Officials (NAARSO) on-site for the aforementioned duties. Communication with respect to this procurement initiated by or on behalf of an interested vendor through other than the Designated Contact Person(s) identified below may constitute an impermissible contact under state law with respect to Procurement Lobbying, and could result in disqualification of that vendor.
