Background The State of Delaware Department of State, Public Service Commission (PSC) seeks professional services to assist in various dockets, matters, and activities involving the Electric Standard Offer Service (SOS) process and the cost of electric supply for customers. The goal is to engage an expert that can provide ongoing support for research, drafting reports, reviewing filings, providing advice, and negotiating with utilities on behalf of the PSC. This RFP aims to create a flexible consulting arrangement that allows the PSC to manage its annual spending authority effectively. Work Details The selected vendor will be required to perform tasks including but not limited to: conducting research; drafting and preparing reports or comments for the PSC; reviewing reports and providing advice; drafting presentations or testimony; attending meetings; providing negotiation support; and consulting on regulatory strategy. Specific tasks include: 1) Analysis of PJM and Delaware market conditions, including evaluation of past auction results and current market challenges; 2) Review of impacts on Delaware's supply market and development of mitigation strategies; 3) Participation in PSC-related meetings. Period of Performance The contract term is three years with two optional one-year extensions. Place of Performance Services will be performed primarily in Delaware, with potential online and in-person meetings as required. Bidder Requirements Vendors must possess necessary Delaware licenses/certifications, provide proof of insurance prior to contract start, demonstrate experience in the regional supply market, and submit proposals that include detailed qualifications.
