The City of Phoenix Aviation Department (AVN) invites sealed offers to provide Airfield Lighting Hardware Supplies for a five-year contract commencing on or about June 1, 2026, in accordance with the specifications and provisions contained herein or the Effective Date which is upon award by City Council, conditioned upon signature and recording by the City Clerk's department, as required by the Phoenix City Code, whichever is later. Background The City of Phoenix Aviation Department (AVN) is seeking sealed offers for Airfield Lighting Hardware Supplies as part of a five-year contract commencing on or about June 1, 2026. This contract aims to ensure the proper operation of runways, taxiways, and ramp lighting at Phoenix Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport. The supplies must comply with Federal Aviation Administration (FAA) standards and guidelines. Work Details The contractor will be responsible for furnishing and delivering airfield lighting hardware including washers and ceramic-metallic/fluoropolymer coated carbon steel bolts. The coated carbon steel bolts must meet FAA Engineering Brief No. 83A for corrosion protection and clamping force. All components must comply with Advisory Circulars AC 150/5340-30J §12.11, AC 150/5370-10H, and AC 150/5345-46 ¶3.5.1. The contractor must maintain sufficient product inventory to support the Aviation Department's needs and respond within 24 hours to any notifications regarding defective parts. Any non-compliant items will be rejected at the contractor's expense. Period of Performance The contract will be effective for a five-year term starting on or about June 1, 2026. Place of Performance The services will be performed at Phoenix Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport in Phoenix, AZ. Bidder Requirements Offerors must have been in operation for a minimum of three consecutive years within the last five years providing compliant coated carbon steel bolts for airfield in-pavement light fixtures. Offerors are required to submit a letter confirming compliance with FAA standards along with their offer. Additionally, contractors must possess all valid certifications and/or licenses required by federal, state or local laws at the time of submittal.
