The Federal Law Enforcement Training Center (FLETC) Artesia, in coordination with U.S. Customs and Border Protection (CBP) Border Patrol Academy, requires the procurement and delivery of medical supplies to support law enforcement training and operational readiness. The anticipated requirement includes 3,000 Individual First Aid Kits (IFAKs), 3,000 SOF Tourniquets (Generation 5, Black), 200 Combat Application Tourniquets (Generation 7, Black), and 50 sets of Prestan AED Ultra Trainer Adult/Child Replacement Training Pads. Each IFAK must be a complete, exact match to the specified kit contents and bag requirements. The kit includes a black IFAK bag constructed of 1500 Denier Cordura Nylon or equivalent, PALS compatible, with secure attachment and retention features for field use. Required contents for each kit include: Combat Application Tourniquet (CAT or SOFTT-Wide, only one type per order), Hyfin vented chest seal twin pack, primed gauze bandages, elastic bandage, nasopharyngeal airway with lubricant, nitrile gloves, triangular bandage, emergency survival blanket, H&H combat medic reinforcement tape, and compact trauma shears. The tourniquet holder must allow ambidextrous placement and be compatible with the PALS system. All tourniquets and medical components must meet the specified National Stock Numbers (NSN), dimensions, and features as outlined in the Statement of Work. The AED training pads must be compatible with Prestan AED UltraTrainer devices and provided as specified. Vendors must provide full product specifications, images, manufacturer warranty, and return policy information with their quotes. All equipment must be tested and functionality certified prior to delivery. Required documentation includes an operations manual and equipment specifications, delivered in both paper and electronic formats within 30 days of contract award. Delivery is required within 60 90 days after award to FLETC Artesia, NM, with preference for consolidated shipments. Shipping costs must be included in item pricing. No substitutions or deviations from the listed salient characteristics will be accepted.
