Background The Montgomery County Commission is seeking bids for the processing, printing, and mailing of notices for the Revenue Commissioner’s Office. The goal of this contract is to ensure efficient communication regarding various tax-related notices to residents and businesses in Montgomery County, Alabama. Work Details The successful bidder will be responsible for the following services: processing, printing, and mailing various types of notices including Delinquent Notices, Probate Notices, Board Notices, Business Personal Property Returns, Courtesy Tax Notices, Over 65/Disability Exemptions, and Manufactured Home Renewal Notices. The bidder must have experience handling large volumes of mail (up to 1 million pieces per month) and must utilize current technology for postal automation. All notices must be printed on 8 ½” x 11”, 60# bond white stock with micro perforation when necessary. The notices will be trifolded and inserted into #10 window envelopes. Additionally, the successful bidder must provide a secure File Transfer Protocol (FTP) solution for data transmission and ensure confidentiality of all records. They must also provide tracking capabilities through an internet dashboard and software for tracking individual pieces. Period of Performance The contract period will be for one year from the date of award with an option to renew for two additional one-year periods. A price increase may be allowed at the end of the initial contract period but shall not exceed five percent per year. Place of Performance The services will be performed at the vendor's facility; however, bidders should be within one day’s driving distance from Montgomery County for onsite visits and inspections. Bidder Requirements Bidders must provide three references from public agencies in Alabama where similar services were performed in the last twelve months. They must have a current City of Montgomery business license and a Montgomery County business license if required by law. Bidders are also required to maintain minimum insurance coverage as specified in the solicitation documents.
