Bidder Requirements Bidders must be certified as Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), or Persons with Disabilities-Owned Business Enterprises (PBE) under the Illinois Business Enterprise Program (BEP). Additionally, bidders must demonstrate Good Faith Efforts (GFE) to meet participation goals set forth in the solicitation documents. All subcontractors utilized must also be BEP certified in relevant NIGP Codes identified in the solicitation.
