Oral Surgeon Services for Blackfeet Service Unit, Browning, Montana This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. Pursuant to 48 CFR Part 326, Subpart 326.603-3 and IHM 5.5-6, Indian Health Service must use the negotiation authority of the Buy Indian Act, 25 U.S.C. 47, to give preference to Indian Economic Enterprises (IEE) whenever the use of that authority is authorized and practicable. The Government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEE), and any other category of vendor capable of performing the below Indian Health Services (IHS) requirement. Any vendor responding to this notice should submit their capability statement. See attached documents for information. To facilitate efficient review, please provide concise responses that do not exceed one page per question, for a total maximum submission length of approximately seven (7) pages (4 questions, cover page, IEE Representation form, and additional information).

Background The Indian Health Service (IHS) is seeking to establish a long-term contract for oral surgeon services at the Blackfeet Service Unit in Browning, Montana. This initiative aims to provide essential dental surgical care to the Native American population residing on or near the Blackfeet Indian Reservation, thereby reducing reliance on offsite providers. The contract is part of the IHS's commitment to support Indian Economic Enterprises (IEE) and Indian Small Business Economic Enterprises (ISBEEs) as mandated by the Buy Indian Act. Work Details The contractor will provide nonpersonal health care services as an independent contractor, which includes: 1) Direct oral surgical services such as tooth extractions, surgical extractions, tissue and bony impactions, root recovery by surgery, oral antral fistula closure, tooth replantation and transplantation, surgical exposure of unerupted teeth, biopsies of hard and soft tissue, alveoloplasty, electrosurgery, removal of exostosis, intra and extra oral abscess drainage, maxillary and mandibular frenulectomy, establishing emergency airways, and intra and extra oral tissue suturing. 2) Training for professional and auxiliary staff in oral surgery. 3) Compliance with IHS standards for service delivery. 4) Providing diagnostic and consultation services to dental and medical staff. 5) Timely preparation of medical records for all patients treated. 6) Orientation prior to commencing work. 7) Adherence to infection control and safety procedures established by IHS. 8) Ensuring consistent patient care processes according to CMS and TJC standards. 9) Obtaining necessary credentials/privileges to practice at the Blackfeet Service Unit. 10) Maintaining active dental licenses and current Basic Life Support certification.
