Background The North Carolina Department of Adult Correction (NCDAC) is issuing this Invitation for Bids (IFB) to establish an Agency Specific Term Contract for the provision of Unbleached Open Width Knit (Flat) Thermal Fabric for the Tabor City Sewing Plant. The fabric will be used in the production of NCCE products/services to meet customer requirements. This contract aims to support sustainability efforts in line with Governor Cooper’s Executive Order 80, which focuses on addressing climate change and transitioning to a clean energy economy. Work Details The contract requires the vendor to furnish and deliver Unbleached Open Width Knit (Flat) Thermal Fabric as needed by NCDAC. The specifications include: 1. Color: Natural, must match samples provided by the State. 2. Thermal: Unbleached open width knit (flat) rashel thermal fabric. 3. Weight: Minimum of 5.0 oz. per square yard, +/- 5%. 4. Fiber Content: 50% cotton and 50% polyester. 5. Width: Minimum of 62”, cuttable at 60”. 6. Stretch: 25%. 7. Product Origin: Domestic preferred. 8. Wash Fastness: Shade Change 4.0, Staining 4.0. 9. Cardboard Tube Size: Between 2 to 2½ inches. 10. Quality: Only first quality will be accepted. 11. Delivery must occur within thirty (30) consecutive calendar days after receipt of purchase order, with prior appointment required for delivery. Period of Performance The initial term of the contract is three (3) years, commencing from the date of final contract execution. Place of Performance The fabric will be delivered to the NC Department of Adult Correction, Tabor City Sewing Plant located at 4600 Swamp Fox Hwy W, Tabor City, NC 28463. Bidder Requirements Vendors must be registered with the North Carolina Secretary of State and provide evidence of such registration within ten business days upon notification of award. Additionally, vendors are encouraged to utilize small, minority, physically handicapped, and women contractors in their bids and must complete Attachment D: HUB Supplemental Vendor Information to demonstrate compliance with this requirement.
