Background The Marine Corps Installations National Capital Region - Regional Contracting Office (MCINCR-RCO) is seeking to train non-Military Free Fall (MFF) qualified Marines in military free fall techniques using the contractor-provided USMC Parachute System-2 (PS-2). This Request for Information (RFI) is intended to gather feedback and assess market capabilities related to this requirement. The goal is to identify potential sources and solutions for the training services outlined in the Performance Work Statement (PWS). Work Details The contractor will be responsible for conducting the Multi-Mission Parachute Course (MMPC) which includes the following tasks: 1. Safely conduct MMPC executions without any mishaps, with a performance standard of 100% as verified by direct observation from the COR. 2. Maintain the Program of Instruction (POI) certification at 100%, with verification by the COR. 3. Provide students capable of Military Free Fall (MFF) in all configurations, achieving a performance standard of 100% through direct observation by the COR. 4. Maintain qualified staff, ensuring that at least 98% of key personnel are qualified as verified through periodic inspections by the COR. 5. Ensure no course delays due to equipment, facilities, or lack of airlift, maintaining a performance standard of 98% as verified through inspections. 6. Submit After Action Reports that are clear, concise, timely, and accurate with a performance standard of 95%, reviewed and analyzed by the COR.
