Background The Department of Financial Services (Department), an agency of the state of Florida, is issuing this Invitation to Bid (ITB) to procure firearms and accessories for law enforcement purposes. The goal is to enhance officer safety through upgraded weapons that include modern features such as pistol-mounted red-dot optical systems, which improve target identification and shooting accuracy. This ITB aims to select a qualified vendor capable of fulfilling these requirements. Work Details The contract will involve the purchase of firearms and accessories as specified in Attachment 2, Statement of Work. The selected vendor will also accept trade-ins for firearms listed in Section B, Trade-in Allowance, as part of the procurement process. The Department intends to award one contract to the vendor submitting the lowest bid that meets all requirements outlined in the ITB. Period of Performance The term of the Purchase Order (PO) shall begin upon issuance and will remain in effect for a period of one year thereafter. Place of Performance The contract will be performed at locations designated by the Department within Florida, specifically at their Office of Purchasing and Contractual Services located at 200 E. Gaines Street, Larson Building, Tallahassee, FL 32399-0347. Bidder Requirements Respondents must possess a valid federal firearms license and comply with all applicable laws governing the purchase, sale, and receipt of firearms. Additionally, they must meet mandatory responsiveness requirements including submission of a completed Price Response Form and a Mandatory Criteria Certification Form. Respondents must not be on any convicted vendor list or discriminatory vendor list as per sections 287.133 and 287.134 respectively.
