This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0050 is issued as a Request for Quotation (RFQ) for: One (1) Carbon/Nitrogen Analyzer to analyze soil and plant material in accordance with Specifications attachment. This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The small business size standard is 750 in number of employees. This acquisition is a Total Small Business Set-Aside. Background The USDA Agricultural Research Service (ARS) is seeking to procure a Carbon/Nitrogen Analyzer for the Agroecosystem Management Research Unit (AMRU) located in Lincoln, Nebraska. The goal of this contract is to acquire an instrument capable of analyzing soil and plant material, which is essential for research and agricultural management. This acquisition is set aside for small business concerns, emphasizing the agency's commitment to supporting small enterprises. Work Details The contract requires the delivery of one (1) Carbon/Nitrogen Analyzer with the following specifications: - Operates by high temperature combustion inside a vertical steel tube. - Capable of analyzing up to 1 g of organic sample and 4 mL of aqueous sample. - Integrated 90 position top loading sampler for automated ash removal. - Sample feeding using 5 mL open and reusable stainless-steel crucibles. - Contains a third furnace for catalytic post-combustion to ensure complete conversion of CH4 to CO2 in high organic content samples. - Designed flow path allows measurement of 100% combusted nitrogen via a thermal conductivity detector (TCD) without gas splitting or chromatographic separation. - Requires high purity (99.995% pure) helium or argon carrier gas and oxygen (99.995% pure) for combustion. - Utilizes electronic mass flow controllers (MFC) for stable calibration over time and regulates oxygen dosage with automated over-dose recognition software, keeping total oxygen consumption under 0.5 L per analysis. - Includes a three-stage water removal flow path: condenser, membrane dryer, and chemical dryer. - Control and data collection performed by a standard PC operating Microsoft Windows®, with features including automatic calculations, statistical evaluations, leak checks, and remote diagnostics capability via the internet. - Data files must be exportable to Microsoft Excel® and compatible with Laboratory Information Management Systems (LIMS). - Must operate on both 110 and 240 VAC input power with less than 24 inches width bench-space usage.
