Background The United States Fish and Wildlife Service (USFWS) is issuing this solicitation for the design-build construction of shade structures at the Santa Ana National Wildlife Refuge in Hidalgo County, Texas. The purpose of this contract is to support plant propagation operations by providing shade for up to 200,000 plant seedlings, which are essential for restoring native habitats in the Rio Grande Valley. Work Details The contractor will be responsible for the demolition of existing shade structures and the construction of two new shade structures, each approximately 7,000 square feet in size and 8 feet in height. The work includes: - Removal of existing structures including shade fabric, aluminum poles, and wire attachments; - Site preparation; - Construction of permanent shade structures featuring manually operated retractable shade panels suspended between two layers of aircraft cable. The contractor must also provide design documentation including drawings, sketches, parts lists, and detailed plans to facilitate efficient construction and future maintenance by Refuge personnel. Period of Performance The contract period of performance is from March 27, 2026, to August 24, 2026.
