Background The North Carolina Department of Adult Correction (NCDAC) operates and maintains a Correction Enterprises Sewing Plant. The purpose of this Invitation for Bids (IFB) is to establish an Agency Specific Term Contract to furnish and deliver Tan Quilted Lining for the Tabor City Sewing Plant on an 'As Needed' basis, if and when ordered by NCDAC during the contract period. The State does not guarantee a minimum or maximum amount for this contract. Work Details The contract involves supplying Tan Quilted Lining fabric with the following specifications: 1. Color: Khaki 2. Cuttable width: 60-61 inches 3. Weight: 8 oz. per linear yard (+/- 0.20 ounces) 4. Top Fabric: 110 X 80, 70 X 70 denier nylon fabric 5. Batting: 4.4 oz Spray Bonded Polyester Batting 6. Backing: 100% spun bonded polyester scrim 7. Stitching: 3-inch box with 7 to 8 stitches per inch; top thread - 2 or 3 ply 30/40 denier polyester core thread, bottom thread - 2 or 3 ply 30 denier nylon 8. Roll size: 55 to 60 yards 9. Tube Core Size: Tubular Compacted with internal diameter of minimum 2 inches and maximum 2.5 inches 10. Quality: Only first quality will be accepted 11. Product Origin: Domestic preferred; at least 10% of the first-year contract to be housed in the United States. 12. Lab Test Reports: Detailed lab test report from a certified testing laboratory must accompany each shipment, providing actual test results for the fabric including weight (ASTM 3776) and any additional testing required to support compliance with specifications. Period of Performance The initial term of the contract is three (3) years, beginning on the date of final contract execution. Place of Performance The delivery location is NC Department of Adult Correction, Tabor City Sewing Plant, located at 4600 Swamp Fox Hwy W, Tabor City, NC 28463. Bidder Requirements Vendors must be registered with the North Carolina Secretary of State and provide evidence of such registration within ten business days upon notification of award. Vendors are also required to maintain a minimum balance of 25% of the annual contract per size of the proposed product on hand within the continental United States and comply with HUB participation goals by utilizing minority-owned businesses.
