Background The Baltimore City Public Schools (City Schools) is the fifth largest public-school system in Maryland, serving over 75,000 students across 162 schools. The City Schools Police Force ensures a safe environment for teaching and learning. This RFP seeks qualified software vendors to provide a Police Overtime Management System to streamline the management of police overtime work, which is currently handled through multiple platforms and manual processes. Work Details The selected vendor will provide a commercially available Police Overtime Management System that includes: - Implementation services, technical integration, user training, and ongoing support. - A user-friendly interface for request forms with fields for event details, location, dates, times, number of officers, and supporting documents. - Secure role-based access for different users (requesters, officers, supervisors). - Integration with existing systems such as UKG Ready (timekeeping) and Oracle Fusion (finance). - Comprehensive reporting capabilities including audit trails and customizable reports. - Compliance with applicable laws and cybersecurity standards. - Features to manage overtime requests including geolocation tracking, retroactive corrections without manual re-entry, and mobile app functionality. - Business rules enforcement such as work hour limits and pre-approval requirements for overtime. Period of Performance The anticipated term of the contract is three years from the date after Board approval. Place of Performance Services will be performed at various locations within Baltimore City as required by the City Schools Police Force. Bidder Requirements Bidders must comply with MBE/WBE participation goals of 5% each for Minority Business Enterprises and Women Business Enterprises. They must also submit a State of Maryland Certificate of Good Standing issued no later than sixty days prior to the Proposal Due Date.
