Background The Guam Defense System (GDS) Joint Program Office (JPO) is focused on supporting the Defense of Guam mission. The goal of this contract is to establish a cloud tenant for the GDS that will facilitate the development of a Joint Integrated Battle Manager (JIBM), which is essential for providing a 360-degree defense against current and planned threats to Guam. The contract will utilize Research, Development, Test & Evaluation funds. Work Details The contractor will be responsible for establishing a GDS cloud tenant to support the Defense of Guam mission. Key tasks include: 1. Developing a Joint Integrated Battle Manager (JIBM) that integrates with existing systems and supports multi-domain operations. 2. Creating a cross-domain Development, Security, and Operations (DevSecOps) environment for the JIBM, ensuring integration with on-premises labs for simulation data exchange. 3. Hosting a prototype Joint Integrated Defense Planner (JIDP) for the Valient Shield 26 Final Planning Conference in February 2026 and subsequent testing events. 4. Leveraging existing work on Azure Kubernetes Service and Azure Blob Storage to meet aggressive timelines. 5. Supporting the full Software Development Life Cycle of the JIBM Suite, which includes integration with tools like Gitlab, Cameo, Jira, and Confluence. 6. Ensuring secure access through Microsoft Virtual Desktops while implementing Zero Trust principles. 7. Utilizing advanced AI capabilities from Microsoft's OpenAI services to enhance operational effectiveness. Period of Performance The anticipated period of performance is for a 12-month base period, plus one 12-month option period. Place of Performance The contract will be performed in Guam.
