Background Cuyahoga County's Department of Public Safety and Justice Services is seeking to procure a web-based investigation platform for the Northeast Ohio Regional Fusion Center. The goal of this contract is to enhance investigative capabilities through the provision of licenses for a software platform that facilitates extensive data searches and analysis. Work Details The contract involves the purchase of eight (8) licenses for a web-based investigation platform that allows for 1,000 searches per month. The platform must meet the following specifications: - Investigation records search software that integrates relevant content into a single working environment. - A dashboard and interface that enables data searching and provides exportable outputs in common file types. - Capability to aggregate and filter billions of records, including phone records, motor vehicle registrations, arrest and incarceration data, and criminal and court records. - Ability to create detailed customizable reports. - Easy access to previous search results with options to save them for future use. - Functionality to run associate analytics displaying relatives and associates of subjects. - Capability to search social media data. - Hosting services with daily offsite backups, unlimited training, and support via telephone and email are also required. Period of Performance The contract will be performed over a period of three (3) years, with an option for Cuyahoga County to terminate the purchase period with thirty days written notice at any time during the year without incurring early termination fees. Place of Performance The services will be performed in Cuyahoga County, Ohio. Bidder Requirements Bidders must include any manufacturer's warranty with their proposal. The awarded contractor must be registered with the Cuyahoga County Inspector General and maintain insurance coverage as specified in the bid documents. Specific insurance requirements include: - Worker’s Compensation Insurance as required by Ohio law. - Commercial General Liability Insurance with minimum limits. - Umbrella/Excess Liability Insurance. - Cyber Risk Insurance. - Technology Professional/Errors & Omissions Insurance.
