Background The Advanced Purified Water Facility project is initiated by the Truckee Meadows Water Authority (TMWA) in collaboration with OneWater Nevada and the City of Reno. The project aims to produce category A+ advanced purified water that meets the State of Nevada's requirements. It will also test the feasibility and operational aspects of aquifer storage and recovery using this advanced purified water at the American Flat site. RSCI serves as the Construction Manager at Risk (CMAR) for this federally funded project, supported by various federal funding sources including the Nevada Division of Environmental Protection (NDEP) and the Drinking Water and Clean Water State Revolving Fund (SRF). Work Details The project encompasses several significant improvements including: 1) Enhancements to the existing Reno Stead Water Reclamation Facility, 2) Construction of a new Advanced Purified Water Facility, 3) Installation of a Transmission Pipeline, 4) Development of a new Polishing Facility at American Flat, 5) Other associated improvements. Major subcontractors have been prequalified for specific work packages including Pipelines, Sitework, CIP Concrete, Precast Concrete, Steel, Roofing & Wall Panels, Plumbing, HVAC, Electrical, Well Installations, Process Mechanical, Instrumentation & Controls. Period of Performance The contract performance is scheduled to start on May 1, 2026. Place of Performance The geographic location for this contract is primarily in Reno, Nevada. Bidder Requirements Bidders must be prequalified as Major Subcontractors or Major Equipment Suppliers under NRS Chapter 338.16991 for specific work packages. The project encourages participation from Small Businesses (SB), Small Disadvantaged Businesses (SDB), Women-Owned Small Businesses (WOSB), SBA-certified HUBZone Small Businesses (HUBZone SB), Veteran-Owned Small Businesses (VOSB), SBA-certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Disadvantaged Business Enterprises (DBE).
