Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for a Request for Proposal (RFP) firm fixed price contract for Solid Waste Management Refuse and Recycling services at Fort Bliss, Texas. The Wage Determination's 2015-5229 Revision No.: 28 12/03/2025 (State: Texas, Area: Texas Counties of El Paso, Hudspeth), 2015-5447 Revision No.: 27 12/03/2025 (State: New Mexico, Area: New Mexico County of Dona Ana), 2015-5455 Revision No.: 29 12/03/2025(State: New Mexico, Area: New Mexico Counties of Chaves, Eddy, Lincoln, Otero) and will govern work under this contract. (please make sure these are still the current versions, add revisions numbers and dates) An organized site visit will be conducted for this procurement. Details of the site visit will be available in the solicitation. To ensure compliance, the contractor must adhere to strict performance and quality standards, develop detailed plans (e.g., Quality Control Plan, Safety Plan), and comply with all applicable federal, state, and local regulations. Security is also a significant component, requiring the contractor to follow specific access protocols and complete mandatory training for all employees. The government, through the Contracting Officer (KO) and Contracting Officer's Representative (COR), will monitor performance and conduct regular evaluations. This contract will be structured with a base year plus four one-year option periods, and a potential six-month extension.
