Background The City of Niagara Falls is seeking qualified vendors to provide Traffic Signal Device Maintenance, Repair, Emergency, and Replacement Services. This initiative aims to ensure the continuous, safe, and efficient operation of the City's traffic signal devices in compliance with New York State and federal standards. Work Details The contractor will be responsible for: 1. Maintaining, inspecting, and servicing all traffic signal devices, controllers, and associated hardware. 2. Providing 24/7 emergency response for malfunctioning or damaged signals, including a response time of 2.5 hours for emergencies. 3. Performing preventive maintenance inspections annually at traffic signal intersections, which includes: - Cleaning and inspecting vehicular and pedestrian signal heads - Checking alignment and connections - Re-lamping bulbs - Inspecting pedestrian pushbuttons - Inspecting signal poles and conduit systems - Checking vehicle detection systems (loops, microwave, cameras) - Inspecting traffic signal cameras and overhead street name signs - Ensuring compliance with MUTCD and NYSDOT standards. 4. Diagnosing and repairing signal timing issues and communication faults. 5. Replacing obsolete components as needed. 6. Coordinating with NYSDOT for jointly maintained signals. Period of Performance The contract term is from April 1, 2026 through March 31, 2027 with the possibility of two one-year extensions until March 31, 2029. Place of Performance Services will be performed within the City of Niagara Falls. Bidder Requirements Bidders must have at least five years of experience in Traffic Signal Device Maintenance and Repair Services or have principals with similar experience. They must also maintain an office within sixty miles of Niagara Falls and provide proof of insurance as per city requirements including general liability and workers' compensation insurance.
