The Commander Fleet Readiness Center (COMFRC) hereby gives notice of their intent to award a Firm Fixed Price Purchase to Hamilton Sundstrand Corporation (Collins Aerospace), Windsor Locks, CT on a sole source basis. In accordance with the Federal Acquisition Regulation (FAR) Subpart 8.405-6(a) (C), only one source reasonably available and no other supplies or services will satisfy agency requirements. Fleet Readiness Center, Aviation Support Equipment (FRC-ASE) Test and Evaluation (T&E) and Repairs on Propeller Lifter, P/N GS24265-501, S/N 2018-12-090. COMFRC requires T&E and repair on one (1) Propeller Lifter, S/N 2018-12-090to bring the equipment to fully operational condition. Hamilton Sundstrand (Collins Aerospace) is the original equipment manufacturer (OEM) of the Propeller Lifter, and retains all the proprietary /technical data rights required in order to provide the necessary calibration and repair services. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within four (4) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement without impacting the requirement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. Background The Commander Fleet Readiness Center (COMFRC) intends to award a Firm Fixed Price Purchase to Hamilton Sundstrand Corporation (Collins Aerospace) for the repair and calibration of a Propeller Lifter, P/N GS24265-501, S/N 2018-12-090. COMFRC's mission is to ensure the operational readiness of naval aviation by providing support equipment and services. The goal of this contract is to bring the specified equipment to fully operational condition, leveraging the expertise of the original equipment manufacturer. Work Details The contractor will perform test/evaluation and repair services on the Lifter & Manipulator, NP2000 Propeller, which cannot be accomplished at Navy Maintenance Activities. Tasks include: - Inspection, repair, and/or calibration of the end item; - Using original manufactured replacement parts; - Ensuring the unit is returned to fully operational Ready for Issue (RFI) condition; - Providing proper documentation and reporting as specified; - Determining if an item is Beyond Economical Repair (BER) and notifying the Technical Point of Contact (TPOC); - Conducting final inspections and acceptance testing to verify serviceability; - Maintaining appropriate performance records for each item; - Shipping completed items with necessary documentation including DD250 and DD1149 forms. Place of Performance All work shall be performed at the contractor’s approved facility or an approved sub-contractor facility.
