Background The US Army Criminal Investigation Laboratory (USACIL) is the only full-service forensic laboratory in the Department of Defense (DOD). USACIL is accredited to ISO/IEC 17025 standards for various forensic disciplines, including Forensic Biology (DNA). The laboratory aims to support unsolved law enforcement cases through Forensic Investigative Genetic Genealogy (FIGG) analysis, which may provide new investigative leads not available through other means. Work Details The contract involves providing laboratory analysis of DNA samples collected during law enforcement investigations. Key tasks include: - Quality assurance testing and Single Nucleotide Polymorphism (SNP) laboratory analysis. - Conducting evidence collection, extraction, quantitation, and SNP-based genetic sequencing using DNA extracts provided by the Government. - Reporting results for upload to genetic genealogy databases to identify unknown DNA. Minimum FIGG Requirements include: - Evidence Screening/Extraction: Small Bone/Tooth, Large Bone/Skull/Mandible with Teeth Extraction, Extraction of Hairs & Rootless Hair Shafts, M-Vac® Screening. - NGS Testing: Whole Genome mtDNA, STR Testing (if necessary), Sample Qualification, Enrichment, NGS SNP Testing - Kintelligence or Whole Genome Sequencing (WGS) for Genealogy, SNP Array, Mixture Mitigation for WGS & Kintelligence, Bioinformatics. - Genealogy services including uploads to GEDmatch and Family Tree DNA at no cost with Kintelligence. Investigative genealogist services and reporting fees for insufficient SNP/WGS results are also included. Period of Performance The period of performance shall be for one Base Year of 12 months with four option years from January 28, 2026 to January 27, 2031. Place of Performance The performance of this contract will take place at the vendor’s location. Contractors will not perform or require access within an Army controlled installation or facility.
