Summary

Synopsis: NASA/NSSC has a requirement for Very High Cycle Fatigue and Supplementary High Cycle Fatigue Testing of Additive Alloys. NASA/NSSC intends to issue a sole source contract to UNIVERSITY OF TOLEDO, 2801 W Bancroft ST, Toledo, Ohio 43606-3328, under the authority of FAR 13.106-1(b)(1)(i). It has been determined that UNIVERSITY OF TOLEDO is the sole provider of Very High Cycle Fatigue and Supplementary High Cycle Fatigue Testing of Additive Alloys. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Marshall Space Flight Center (MSFC). The NAICS Code for this procurement is 611310 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:00 a.m. Central Standard Time on February 10, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other Than Commercial Items) (Mar 2016) is hereby incorporated by reference. NASA Clause 1852.215-84, Ombudsman, is applicable. Background NASA/NSSC has a requirement for Very High Cycle Fatigue and Supplementary High Cycle Fatigue Testing of Additive Alloys. The contract will be issued to the UNIVERSITY OF TOLEDO, which is determined to be the sole provider for these testing services. NASA/NSSC will manage this procurement, with performance taking place at NASA/Marshall Space Flight Center (MSFC). Work Details The vendor shall perform the following tasks: 1. Receive and inspect all samples. 2. Track samples in preparation for machining. 3. Machine and conduct mechanical testing of samples according to a matrix provided by NASA. 4. Complete all machining and mechanical testing within 18 months of receiving samples. 5. Have experience with ultrasonic fatigue (USF) testing at temperatures up to 1000°C. 6. Have experience with NASA oxide dispersion strengthened (ODS) alloys and unique surface texture requirements. 7. Complete machining of USF specimens according to specified dimensions (~10mm diameter and ~54mm length). 8. Complete machining of high cycle fatigue (HCF) specimens per ASTM E466 geometries. 9. Conduct USF testing on 270 specimens at room and elevated temperatures up to 1000°C. 10. Conduct HCF testing on 84 specimens at room temperature per ASTM E466 standards. 11. Report test overruns for VHCF and HCF to NASA for necessary adjustments. 12. Perform post-test fractographic characterization and analysis of specimens. 13. Provide updates on fatigue testing conditions as needed, including characterization updates before and after testing. Period of Performance The tasks shall be conducted over the course of thirty-six (36) months, beginning upon contract award.
