Background The Illinois Department of Veterans Affairs is seeking to award a contract for fire alarm maintenance and inspection services at the Illinois Veterans Home in Quincy, IL. Work Details The contract includes quarterly inspections, annual testing, maintenance, and repair services for the Simplex Grinnell fire alarm systems installed in twenty-seven buildings on the main campus. Specific tasks include: - Quarterly testing of 25% of all monitor and control points. - Functional testing of initiating devices on a rotational basis. - Visual inspections of lightning arresters and surge suppressors during quarterly inspections. - Reporting any system impairments affecting fire protection within 24 hours. - Providing quarterly written inspection and performance reports with recommendations for system improvements. - Repairing or replacing covered Simplex Grinnell fire alarm panels, components, and peripheral equipment at no additional cost. The buildings covered under this contract include: New Long Term Care Building, New Independent Living Apartments, Security Building, All Faiths Chapel, Laundry, Tradesmen Building, Lawn Garage, Lippincott, Administration Building, Superintendent’s Residence, Therapy Building, Smith Hall, Nielson Hall, Markword (to be removed upon relocation), Library, Fifer, Anderson, Engineering, Commissary, Truck Garage, Carpenter Shop, Andrew Infirmary, Doctors Office, Power Plant, Somerville, Schapers, and Water Treatment Plant. Period of Performance The contract is set to begin on March 1, 2026 and will end on February 28, 2027. Place of Performance The services will be performed at the Illinois Veterans Home located at 1707 N. 12th St., Quincy, IL 62301. Bidder Requirements Johnson Controls Fire Protection LP is the only factory trained and certified service provider for the Simplex systems. The vendor must have access to proprietary software necessary for servicing these systems. No other vendors can perform these services due to restricted access to proprietary software and programming required for maintenance.
