This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation is being issued as a Request for Quote (RFQ) with the intent to award as a simplified acquisition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, Effective 10/01/2025. The US Army Engineer Research and Development Center (ERDC) Environmental Laboratory (EL), Vicksburg, Mississippi requires a service contract for the Steris AMSCO sterilizer autoclave for continued instrument operation. This is a patented instrument and only a certified company capable of support, maintenance, or upgrades to ensure manufacturing specifications are maintained is required. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, and other factors considered. The following factors shall be used to evaluate offers: 1. Price, 2. Technical Acceptability, and 3. Past Performance. See attached solicitation for full requirements. It is imperative that the offeror submit sufficient documentation and information for the Government to determine technical acceptability and quoted price. Failure to submit sufficient information for the Government to determine technical acceptability and quoted price may cause for rejection of your quote. Background The US Army Engineer Research and Development Center (ERDC) Environmental Laboratory (EL) in Vicksburg, Mississippi requires a service contract for the Steris AMSCO sterilizer autoclave to ensure continued instrument operation. This patented instrument necessitates support, maintenance, or upgrades from a certified company to maintain manufacturing specifications. The Environmental Processes Branch (EPP) of the ERDC supports decision-making for the Corps, the Army, and the DOD by providing research and technical expertise in various scientific fields. A service contract is essential for uninterrupted operation of the sterilizer, enabling researchers to meet project goals. Work Details The contractor shall provide all labor, travel, OEM parts, remote technical support, hardware and software updates, unlimited on-site hardware troubleshooting and repair. Additionally, four annual inspections will be performed quarterly with an on-site response time not exceeding 5 days. All services must be conducted by Steris certified technicians. The contractor is responsible for furnishing all necessary personnel, equipment, supplies, transportation, tools, materials, supervision, and other items required to perform the services as described in the Performance Work Statement (PWS). The contractor must also develop and maintain a Quality Control Plan (QCP) to ensure compliance with contract requirements.
