Background The State of Hawaii, Department of Transportation (HDOT), Highway’s Design Branch is seeking qualified consultants to provide general civil engineering services for the Culvert Crossing Assessment Program on the Island of Oahu, Project No. HWY-O-CCAP26-01. This program supports Federal-aid and/or State-funded projects designed by the Design Branch. The contract will be an Indefinite Quantity Contract with a budget of $2,000,000.00 per year, subject to availability of funds. Work Details The selected consultants will provide general civil engineering services specifically for the Culvert Crossing Assessment Program. This includes conducting assessments, preparing reports, and providing recommendations related to culvert crossings as part of the overall infrastructure improvement efforts on Oahu. The work will support both Federal-aid and State-funded projects. Period of Performance The contract will have a performance period of 1 year with optional extensions for four additional 1-year periods. Place of Performance The work will be performed on the Island of Oahu, Hawaii. Bidder Requirements To be eligible for selection, firms must be on HDOT’s Qualified Consultant List for fiscal year 2026. Prime Consultants must be registered to do business in Hawaii and possess a current and valid license in their field. Proof of insurance is required including: General liability insurance ($1 million per occurrence, $2 million aggregate), Automobile liability insurance ($1 million per accident), and Professional liability insurance ($1 million per claim, $2 million annual aggregate). Sub-Consultants are not required to be on the qualified list.
