Background The State of Hawaii, Department of Transportation (HDOT), Highway’s Design Branch is seeking qualified consultants to provide general civil engineering services for the General Civil Engineering Services project on the Island of Maui, Project No. HWY-M-CE26-01. This contract aims to support Federal-aid and/or State-funded projects designed by the Design Branch. The contract will be an Indefinite Quantity Contract with a total budget of $5,000,000, subject to availability of funds, and a performance period of 5 years. Work Details The contractor will provide general civil engineering services which may include but are not limited to: planning, design, and engineering support for various transportation projects. The services must comply with all applicable federal, state, and local laws and regulations. Consultants must be on HDOT’s Qualified Consultant List for fiscal year 2026 to be eligible for selection. Proposals should adhere to the Guidelines for Preparing Consultant Proposals for Highways Division Projects. Period of Performance The contract will have a performance period of 5 years from the date of award. Place of Performance The services will be performed on the Island of Maui. Bidder Requirements To qualify for this contract, bidders must: (1) be registered to do business in the State of Hawaii; (2) possess a current and valid license in the category of work requested; (3) provide proof of insurance including general liability insurance ($1 million per occurrence), automobile liability insurance ($1 million per accident), and professional liability insurance ($1 million per claim); (4) submit a tax clearance certificate prior to commencing work; (5) comply with all requirements related to Disadvantaged Business Enterprises (DBE) if applicable.
