Under the authority of FAR 6.103-1, the U.S. Army Corps of Engineers intent to require, on a sole source basis, a brand name requirement for the Intellekey key lock hardware in the Chilled Water Plant Replacement and Utility Upgrades Project at the VA West Haven Campus. The VA requires a consistent access security system throughout the VA West Haven Medical Center. This project will include new doors and their associated locking hardware. VA West Haven Medical Center requires the use of Intellekey locks for electronic locks for the new chilled water plant to comply and integrate with the current system used throughout the medical center. Intellekey electronic locks are required to be utilized on all VA West Haven Medical Center facilities in order to comply and integrate with the current system utilized by the installation. The use of a single lock core enables the systematic management of the lock system by the Facility Engineering staff. Providing a single lock core for all installation's facilities allows for a single keying tracking mechanism, an emergency response master key to work properly in emergency situations for both Police and Fire Department and reduced maintenance costs for Facility staff over the lifespan of the building. In order to ensure the safety and security of the people, equipment and infrastructure at the VA West Haven Medical Center, the new finish hardware in the new chilled water plant must include Intellekey electronic locks. The facilities' response time to a security alarm or emergency requires ease of access which will be achieved through the single keying system throughout the medical center. Keying systems installed in new buildings must match the existing keying system to maintain oversight and control. If the Yale Commercial system and the Intellekey system is not sole sourced, then there is risk that the alternative product will not provide immediate access and meet the security requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Intellekey system. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Intellekey system for the VA West Haven procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determine whether to allow alternate system manufacturers.
