Background The Mine Safety and Health Administration (MSHA) is part of the United States Department of Labor (DOL) and is dedicated to protecting the safety and health of miners. The National Mine Health and Safety Academy, established in the early 1970s, serves as a training facility for mining professionals from across the United States and abroad. The Academy complex includes multiple buildings designed to accommodate training for health and safety in mining. The purpose of this contract is to ensure the continuous safe operation of elevators and lifts at the Academy, thereby minimizing malfunctions and ensuring compliance with safety standards. Work Details The contractor will provide all personnel, materials, equipment, tools, supervision, and incidental supplies necessary for monthly inspections and maintenance services for various elevators and lifts located at the Academy. Specific tasks include: - Monthly inspections and maintenance service for one ESCO passenger elevator, one Southeastern Elevator Co. passenger elevator, one Schinder passenger elevator, two Ameriglide stair lifts, one Garaventa stair lift, one Timotion pool lift. - Conduct semi-annual and annual inspections according to ASME A17.2 standards with written reports detailing findings within 5 business days. - Perform monthly preventive maintenance including lubrication, adjustments, functional checks, cleaning machine rooms, testing safety devices, maintaining cables and doors. - Respond to emergency outages within 2 hours; non-emergency issues within 24 hours; maintain operational availability of elevators/lifts at 95%. - Maintain a logbook at each elevator site with service dates and work performed; submit monthly maintenance summaries to the COR. Period of Performance Base Period: 02/16/2026 – 02/15/2027; Option Period 1: 02/16/2027 – 02/15/2028; Option Period 2: 02/16/2028 – 02/15/2029; Option Period 3: 02/16/2029 – 02/15/2030; Option Period 4: 02/16/2030 – 02/15/2031.
